In the Ten States of the Underworld (Meido Jūshū), Midori, a "Hornless" (Tsunonashi) person discriminated against for lacking horns and spiritual power, endured harsh conditions daily, despite possessing the power of 'Origin Return' (Genten Kaiki), which allows her to restore broken things to their original state.

One day, she was saved by Ten'ō, an official (Meikan) from the Enma Agency (Enmachō), while being abused by the Ogre she was serving. When Midori, who was searching for her estranged younger brother, requested to travel with him, Ten'ō handed her an "Enma Agency Entry Permit" instead of directly refusing.
